Le malais fait partie de ce qu'on appelle les « langues transnationales » : sans avoir de dimension internationale, il est reconnu et employé, sous des variantes proches, comme langue nationale ou officielle de quatre pays d'Asie du Sud-Est : Brunei, Indonésie – où il est appelé « indonésien » –, Malaisie et Singapour.

Notre conférence veut interroger cette situation à la fois courante dans le monde et singulière en Asie du Sud-Est, en tentant de répondre aux trois questions suivantes : 1. pourquoi les quatre pays malayophones d'Asie du Sud-Est ont-ils des politiques linguistiques si différentes ?, 2. dans quelle mesure cette communauté de langue est-elle acceptable par les locuteurs de malais eux-mêmes ?, et 3. quelles ambitions peut-on raisonnablement prêter à cette langue, au niveau institutionnel régional (ASEAN) ?

Le ministère français de l'Europe et des Affaires étrangères soutient l'organisation des 1^es Journées du Droit dans les ambassades et instituts français du 3 au 6 octobre 2023. Dans ce cadre, l'Ambassade de France et l'Institut français du Japon organisent cette table-ronde à la Maison franco-japonaise qui réunira des experts, des universitaires, des professionnels du droit et des spécialistes de l'intelligence artificielle.

Dans un contexte où les travaux sur l'intelligence artificielle se multiplient, le droit n'échappe pas au changement de certains paradigmes. Cette table ronde est l'occasion d'ouvrir un débat qui abordera notamment l'essor de ChatGPT, son fonctionnement et les possibilités de son utilisation dans le champ juridique. Par ailleurs, les questions de la justice prédictive et de l'utilisation par les juristes et les juges des outils statistiques pour améliorer leur travail seront envisagées. Enfin, la problématique de l'ouverture aux données (open data) en France et les difficultés d'accès aux décisions de justice malgré l'exigence de transparence dans ce domaine sera abordée. Ces trois thématiques se rejoignent largement autour de l'idée selon laquelle le droit subira de nombreuses transformations dans les prochaines années et qu'il convient pour les juristes de s'adapter pour maîtriser au mieux ces outils informatiques qui deviendront bientôt incontournables.

(Un)Sustainable Growth and Environment in Asian Territories
 
Abstract
With its forty million square kilometers and its four billion inhabitants, Asia is the largest and most populated region in the world. Hosting the second and the third economies of the planet (China and Japan), as well as four of the five most populated countries of the world (China, India, Indonesia, and Pakistan), the region has been facing tremendous changes since the 1990s: rapid urbanization, industrialization, containerization, agricultural "revolutions", sharp tourism development, globalization of its cities and its territories. However, the rise of Asia has also been related to the rise of important issues, as of social inequalities, unbalanced development of territories, multiple pollutions responsible of health issues and climate change, economic crisis, geopolitical tensions resulting in the militarization of Asian borders and seas in the context of the rise of the Indo-Pacific geopolitical issues. Are Asian (un)sustainable issues specific to the region? How Asian societies and territories tackle (un)sustainable challenges to reach a better future and ensure a harmonious development of a region where live half of humanity?
This multidisciplinary symposium gathers scholars and experts coming from six Asian countries: India, Indonesia, Japan, Thailand, the Philippines, and Vietnam. It is divided into two days. The first day is dedicated to Anthropocene studies in Asia, with a special focus on two topics: nuclear and energy on one hand, and urbanization on the other hand. The second day focuses on major environmental issues in Asia, and deals with important topics such as resources, health, and air quality. This second day is co-organized with Globalsmog, another French research program.
 
IRN SustainAsia
The SustainAsia International Research Network (IRN) is a project selected by the CNRS in August 2018 with funding over five years (2019-2023). It is supported by five Joint Units of French Research Institutes Abroad (https://www.umifre.fr/) in human and social sciences based in Asia (CEFC Hong Kong, CSH Delhi, IFP Pondicherry, IRASEC Bangkok and IFRJ-MFJ Tokyo), as well as UMR Paloc/IRD, and their regional academic partners: Indian Institute of Technology-Madras (Chennai); Indian Statistical Institute (Delhi); Chulalongkorn University (Bangkok); Hong Kong University of Sciences and Technology; The University of Tokyo. This interdisciplinary scientific network works on environmental and sustainable development issues in Asia, focusing on the socio-political and environmental challenges raised by economic inequalities, resource overexploitation and degradation, climate change, and past and present landscape dynamics. SustainAsia is one of the very few French research programs coordinating a transcontinental research program at the scale of the Indo-Pacific region.

Summary
Kansai Airports manages the 3 airports of the Kansai region (KIX, Itami airport and Kobe airport) since 2016. In Kobe, traffic has grown by 1/3 despite the COVID crisis, while Itami airport has been fully renovated for the delight of its passengers and visitors. Terminal 1 in KIX is now undergoing a complete reorganization of its domestic and international areas, to increase its capacity and commercial functions and be a proud “first pavilion” for the Expo in 2025. How to explain the amounts invested by the private operator and the successful development and management of this critical public infrastructure? Benoit Rulleau, who represents VINCI Airports in this joint venture with ORIX and other Japanese shareholders, will share the secrets of airport concession business.

Benoit RULLEAU

Benoit Rulleau is currently Representative Director and Co-Chief Executive Officer at Kansai Airports (VINCI Group). He graduated from the Ecole Polytechnique (Paris), the Ecole Nationale de l’Aviation Civile and the Paul Sabatier Toulouse III University. Before joining Kansai Airports, he worked at the Direction Generale de l’Aviation Civile, as well as in different entities of the Mitsubishi group. He was also economic counselor at the French Embassy in Japan, representing French Ministry of Ecology, Sustainable Development, Transport and Housing. Within the French embassy, he was in charge of aeronautic and rail industries, transports, construction, energy and environment issues.
