This conference is based on the publication of a new book at Routledge publisher, dedicated to a comparison of local energy governance issues in France and Japan. It aims to examine the extent of the energy transition taking place at a local level in France and in Japan, two countries that share ambitious targets regarding the reduction of GHG emissions. The two speakers, who are also the editors of the book, look on local energy policies and initiatives and apply an institutional and legal analysis to help identifying barriers but also opportunities in the development of renewable energies in local territories. On a more general level, they try to interrogate local energy and environmental transition issues in France and in Japan.

Magali DREYFUS is a CNRS’ Researcher based at the Center for European Research on Administration, Politics & Society at Lille University (France). Her research focuses on issues of decentralization and management of local public services, as well as on the environmental and energy activities of local authorities, particularly through the subject of climate change.

Aki SUWA is a Professor at the Faculty of Contemporary Society of Kyoto Women’s University, as well as an Instructor at the College of Policy Science at Ristumeikan University (Kyoto, Japan). Her research focuses on how environmental understanding facilitates policy formulation, and how this influences the degree of the policy implementation on the ground.

Brieuc MONFORT is an associate professor at the Faculty of Foreign Studies of Sophia University (Tokyo, Japan). Previously, he was an economist at INSEE and at the Ministry of Finance (2001-2004). He was also a financial adviser in Japan, South Korea, and Australia, as well as deputy director of the economic section at the Treasury Department of the French Embassy in Japan (2009-2013).

Pour cette séance en visioconférence, nous aurons le plaisir d’écouter Alexis Markovitch, doctorant à l'Inalco/Ifrae (Paris). .
Sa communication s'intitulera :

« Entre "haute" et "basse" cuisine. Pour une histoire du système culinaire japonais moderne, 1872-1937 »

Résumé de l'intervention
Ce travail de thèse, encadré par Emmanuel Lozerand (Inalco) et Emmanuelle Cronier (Université Jules Verne Picardie), porte sur les processus historiques de redistribution des pratiques culinaires au Japon entre 1872 et 1937, aussi bien sur le plan social que culturel. L’objectif sera de comprendre comment l’acte culinaire – et non alimentaire – fut au cœur d’un changement de société et l’ensemble des enjeux politiques, économiques, sanitaires et moraux qui furent liés à ce dernier dans un climat d’expansion territoriale et de restructuration sociale. Dans cette présentation, nous reviendrons plus en détail les enjeux liés à ce travail de recherche en approfondissant la méthode mobilisée, les sources exploitées et les premières hypothèses. L’intervenant fera également part de ses questionnements et des difficultés qu’il rencontre au cours de ses premiers pas dans le monde de la thèse.

Eléments biographiques
Après avoir réalisé un premier Master de langue et civilisation japonaise sous la direction d’Emmanuel Lozerand à l’Inalco, Alexis Markovitch est allé se perfectionner disciplinairement en histoire à l’EHESS en travaillant sous la tutelle de Guillaume Carré. Suite à ces quatre années durant lesquelles il s’est intéressé aux problématiques historiques et sociales liées à la cuisine et l’alimentation au Japon durant l’ère Meiji (1868-1912) donnant lieu à la production de deux mémoires de recherche, monsieur Markovitch construit un projet de recherche financé par l’école doctorale de l’Inalco afin d’étudier les évolutions des pratiques culinaires au cours de l’époque moderne.

フランスの国民負担率は、コロナ危機下にもかかわらず、2021年時点で44％を超える。こう見ると、フランス人は、非常に高い国民負担を進んで受け入れているようである。しかしながら、ここ数年、フランスでは、税の支払いに反対する運動の数は増大し、運動は多様な社会的階層に広がっている。2012年にはインターネットを利用した中小企業家による反税運動、2013年にはブルターニュ地方の人々による「ボネ・ルージュ（赤いベレー帽）運動」、そして2018年には「黄色いベスト運動」が生じた。本報告は、特に1950年代に生じたプジャード運動と照らし合わせながら、近年のこれらの運動を長期的な文脈の中に位置付け、特徴を明らかにすることを目的とする。こうした観点から考察すると、「黄色いベスト運動」という現象は、あるフランスの特異性とますます包括的ではなくなっている社会の再分配のある仕組みの現代的な形態の結果であるということが浮かび上がってくる。

Summary
The spread of new technologies such as AI and digitalization have a various impact on Japanese labor market. Based on Japanese workers data, I show the evidence how the introduction and utilization of new technologies affect the employment, wages, work hours, tasks, well-being including mental health and job engagement. It is shown that no major negative effects observed so far in Japanese labor market, rather some positive effects on wages, work hours, and well-being can be found. It is also shown that task transformation from routine to non-routine abstract one as well as necessary IT and data analysis skill formation are highly important.

Profile:
Isamu Yamamoto is Professor of labor economics at the Faculty of Business and Commerce, Keio University. He serves as Director of the Panel Data Research Center at Keio University. Previously, he was a senior economist at the Bank of Japan. He received his Ph.D. in Economics from Brown University.
